Post-war Reconstruction of Ukraine: Expectations, Plans, and Strategies of International Partners

Date of presentation: November 1, 2025

Format: PDF
Length: 50 pages

This analytical study demonstrates how international partners are already preparing their companies to compete for reconstruction projects in Ukraine — through politics, financing, networking, and support programs.

Based on regular monitoring, the report presents an assessment of the positions of companies from different countries in the context of competition for participation in Ukraine’s post-war reconstruction projects.

The study examines not only economic but also institutional factors, which often have an equal or even greater impact on the success of business activity in the country.

Accordingly, it provides an in-depth analysis of key approaches to building positions on the Ukrainian market: political lobbying, influence through international financial institutions, the creation of extensive networks of contacts with Ukrainian stakeholders, as well as targeted support programs for national companies. It shows how enterprises from specific countries gain advantages in access to public contracts and how they convert business contacts into agreements even before the war has ended.
The study is conducted annually, allowing for the tracking of dynamics and the analysis of key changes that have taken place over the year.
