Turkey as a Potential Leader in the Race for Post-War Reconstruction Contracts in Ukraine – MSG
According to the latest study “Post-War Reconstruction of Ukraine: Expectations, Plans and Strategies of International Partners” (UCAI, Most Solution Group, Mind.ua), Turkish companies currently hold the strongest competitive position in the race for post-war projects — scoring 73 points, ahead of firms from the United States (64) and Germany (62). The top ten also includes: Poland (59), France (53), Ukraine (49), Denmark (47), the United Kingdom (46), Italy (43) and the Netherlands (40).
The ranking combines measurable economic indicators with expert assessments of institutional factors such as the level of support for Ukraine, financial tools, cooperation networks, and relations with international institutions. This approach reflects real market advantages, not just the “price/quality” ratio.
The authors of the study highlight that Turkey is achieving success in many key areas, securing its leading position.
Ankara consistently acts as an active ally of Kyiv — supplying weapons, supporting Ukraine’s territorial integrity, and unconditionally backing its NATO membership. As a result of this policy, Turkey has built an extensive network of official and unofficial connections with Ukraine’s political elites.
Furthermore, Turkish entrepreneurs, present in Ukraine for many years, are well-acquainted with the specifics of the local market, have established relationships with business partners and politicians, and actively engage in social and charitable projects. They also maintain broad lobbying networks.
Crucially — unlike companies from other allied countries — Turkish businesses have shown a greater willingness to take high risks, enabling them to use the difficult wartime period to strengthen their market positions. Turkish firms are already implementing large-scale infrastructure and construction projects and maintain well-developed intergovernmental cooperation channels.
Another significant advantage for Turkey is the active collaboration of its companies with international financial institutions. The depth and nature of these relationships result in Turkish firms being increasingly involved in major projects in Ukraine.
Analysts assess that Turkish companies are currently more competitive in Ukraine’s reconstruction market than even local businesses, and their advantage in the fight for strategic contracts may further grow in the coming years.
